Procurement Integrity & Conflict of Interest

Procurement carries more corruption exposure than any other business process, and the manipulation almost never happens at the award. It happens earlier, in a specification written around one product, a timeline too short for anyone else to respond, or an evaluation panel that includes someone who should have declared an interest and did not. This day works through the whole cycle, shows where each intervention occurs, and covers what to do once a conflict is on the table.

Programme Agenda

Exposure Across the Procurement Cycle

Need identification, specification, sourcing, evaluation, award, contract management and variation. Where discretion sits at each stage and what it is worth to an interested party.

Specification Manipulation

Requirements written around a single supplier, unnecessary technical constraints, and the brand-or-equivalent that has no equivalent. Reviewing a specification for restriction rather than only for completeness.

Bid Rigging Indicators

Cover bidding, bid suppression, market allocation and rotation. The documentary and pricing patterns that show up in the tender file, and what to do with a suspicion that is not yet evidence.

Evaluation Integrity

Panel composition and independence, scoring against published criteria, handling clarifications fairly, and documenting the reasoning so an unsuccessful bidder's challenge can be answered.

Conflicts of Interest: Identifying and Declaring

Actual, potential and perceived conflicts. Family, financial, prior employment and personal relationships, and the declaration process that catches them before the evaluation rather than after the award.

Managing a Declared Conflict

Recusal, restricted access, independent review, and the rare case where a conflict cannot be managed and the person or the process has to change. Recording the decision.

Gifts, Hospitality and Sponsorship

Setting limits that are enforceable, the register that is actually maintained, and the supplier event that is genuinely legitimate versus the one that is not. Guidance staff can apply without calling legal.

Contract Management and Variations

Where value leaks after award: unpriced variations, scope creep, lax acceptance and unchallenged extensions. The controls that keep a clean tender from becoming a dirty contract.

Learning Outcomes:
Locate corruption exposure at each stage of the procurement cycle
Review a specification for restriction that favours one supplier
Recognise bid rigging indicators in a tender file
Run an evaluation that is independent and documented well enough to defend
Identify actual, potential and perceived conflicts and declare them in time
Manage a declared conflict through recusal or restriction, and record the decision
Apply enforceable gifts and hospitality limits
Control the post-award stage where value most often leaks

Frequently Asked Questions

Procurement and contract staff, evaluation panel members, technical staff who write specifications, finance and audit, integrity officers, and the managers who approve awards. Government-linked companies, statutory bodies and private sector procurement functions all attend.

The principles apply to both, and public sector participants get treasury circular requirements referenced where relevant. It is not a procedural course on any single procurement manual; for in-house public sector delivery we work from your own governing procedures.

The conflict management and evaluation modules deal directly with that. Where separation is impossible, the answer is documented compensating measures such as independent review or post-award audit, and the session covers how to make those credible.

This is procurement-specific and one day. The CRM workshop is a two-day methodology programme across all processes. Procurement teams often take this; integrity functions building an organisation-wide register take the other.

Yes, this programme is HRD Corp SBL-KHAS claimable. Our team can assist your HR department with the documentation required for the grant application.

Yes. Any programme can be booked as a team day. Everyone works the same brief together, so your people come away having built something and knowing each other better.

If you are claiming under HRD Corp, the session has to fall at least 14 days after your HRD Corp approval. If you are not claiming, the date is flexible and we work around your calendar.

Put them on the self-paced e-learning instead. Your team works through the modules on our LMS in their own time, sits the assessment, and earns the same certificate, so nobody has to clear a full day together.
